Donor turns blind eye, not wanting to alienate small contributor.<BR/>5. NGO sees donor cowawrdice, increases corruption.<BR/>6. Donor covers up corruption from contributors' eyes.<BR/>7. NGO corruption gets out of hand.<BR/>8.
